 1.    Research and development phase for the foundation of the Center for Education towards Civil Courage in B&H

 

Brief description of the project

Background: Development assistance, the political situation and the educational system in Bosnia and Herzegovina

At present, Bosnia and Herzegovina is a country unfortunately divided by nationalist politics. The international community is slowly withdrawing its development assistance. The Dayton Peace Agreement of November 1995, which ended the Bosnian war and established the current constitutional system, did not make provisions for education. As a result, the educational system is deeply divided along the war-time frontlines, allows for teachers and school directors to have strong nationalist political affiliations and is based on authoritarian teacher-student relations. Students, thus, are generally apathetic and lack civil activism. According to statistics, about two thirds of the Bosnian youngsters wish to leave their homeland. The divisions and passivity, rather than the similarities of a civic Bosnian-Herzegovinian identity and actions for change, are thus perpetuated in the current system and perhaps a new generation. 

The Project
Inspired by other Centers for Peace Education worldwide, GARIWO Sarajevo is currently in the preliminary stage of the creation of a Center for Education towards Civil Courage, to guarantee the sustainability of its activities in the future and to create a unique institution suitable to address the complexity of issues B&H faces. This Center will be non-governmental in character but should collaborate effectively and actively with the public educational system in B&H. It thus actively combines a top-down with a bottom-up approach.

The current activities towards educational reform in B&H, largely driven by internationals, and the country's complex governmental structure invite the current foundation of this local Center but also present challenges to its potential structure.

 

         2.  Gariwo Towards Civil Courage   Program   

 

Brief description of the project 

Background: Instilling the individual responsibility to act against prejudice, bigotry, inhumanity and violence in the rising generation 

More than eleven years after the Dayton Agreements, to varying degrees in each of the successor states of Yugoslavia, we find a social situation incomparably worse than at the outbreak of the wars.  Extreme nationalists wield power, suspected war criminals sit in high office, the judiciary is at best completely overwhelmed, at worst extensively corrupt, financial inequalities between war profiteers and veterans and victims have become obscene, criminal organizations murder officials, journalists, and others at will and usually with impunity, and indigence has made corruption a widespread way of life at all levels in society.
All too few are the voices, particularly among the young, to stand up to the ambient pressures to go along rather than oppose a system which shows signs of only very slow,  if any, reform. For the most socially valuable of our youth the choice is between crime, hopelessness and emigration, and their loss will slow down progress even further in the economic, the social and the political domain.

The Project
GARIWO's project "Education towards civil courage" consists of intensive, inter-active courses and seminars to instil civil courage to act against prejudice, bigotry, inhumanity and violence in the rising generation of Bosnia and Herzegovina. It is designed to educate young people, aged between 15 and 25, about civil courage to stimulate their critical independence of mind, resistance to deliberately divisive ethnic ideologies and their civil engagement in the public arena. The project is unique in its approach. First, the bottom-up pedagogical methodology in which the students, and not the teachers, are central, actively encourages the younger generation to develop their awareness, skills, self confidence, courage and determination to become upstanders. Secondly, by bringing together young people from all parts of Bosnia and Herzegovina, as well as from surrounding countries, the project strengthens the youngsters' civic identity, while working on reconciliation and building wide networks and deep friendships. It thus aims to develop a situation in which young people will speak up against dividing negative authorities and instead act together to influence the development of their societies and to improve their collective living conditions. Thirdly, GARIWO experiences leads toward pilot study of educating of educators to develop their awareness, skills, self confidence, courage and determination to become upstanders and inspiration for students whom they teach.
 
What this projects has to offer to the participant

  • Launching of a new project in which peace education, the strengthening of civil society and capacity building are combined, in a specific time-frame and an institutionally challenging environment;
  • Drafting of an institutional NGO-structure when reform of the public educational system and the constitution are under discussion;
  • Interdisciplinary assignments in B&H: building networks with local people, NGO partners, governmental institutions, and multilateral and bilateral international organizations;
  • Insight in project development and management;
  • Insight in the phase of development assistance towards self-sustainability, as well as the opportunities and obstacles of development cooperation;
  •  Tailoring knowledge to fit and integrate into a concrete project;
  • Tangible, visible and useful contribution to the educational system and civil society in B&H;
  • Dynamic work environment, intercultural teamwork and inspired colleagues, with constant communication and possibilities for feedback, discussions and exchange of experiences;
  • Opportunities for pro-active contributions and new ideas
